No, White Rock is not part of Surrey. It is a separate city with its own mayor and council, its own property tax rates, its own bylaws and its own water utility. White Rock broke away from Surrey and was incorporated as a city on April 15, 1957, and today it covers about 5.12 square kilometres on Semiahmoo Bay, surrounded on its land sides by South Surrey.

The confusion is understandable. The two places share a school district, a shoreline and a lot of daily life, and many people say "South Surrey White Rock" as if it were one place. If you are buying here, though, the city line changes your tax bill, the rules for renovating or building, and who you call when something goes wrong. A local White Rock realtor can tell you on which side of the boundary a specific home sits before you write an offer.

A short history: how White Rock left Surrey

For its early decades, the seaside community was part of the Municipality of Surrey. According to the City of White Rock's own history, local residents grew frustrated with the civic amenities they were getting, and the White Rock Ratepayers Association began to consider leaving Surrey. Several separation plans were debated until provincial legislation, Bill 68, gave White Rock its independence. Covering roughly the area of Surrey's former Ward 7, White Rock officially became a city on April 15, 1957.

The City of White Rock describes itself today as a seaside city of 21,939 residents covering 5.12 square kilometres. It sits on the unceded territory of the Semiahmoo First Nation. Its small size is part of why it can feel like a neighbourhood of Surrey when you drive through.

Why so many people think White Rock is part of Surrey

A few everyday things blur the line:

  • Geography. Surrey wraps around White Rock on three sides, with Semiahmoo Bay on the fourth. Streets run straight across the boundary with no sign that you have changed cities.
  • Schools. Surrey Schools (School District 36) serves the cities of Surrey and White Rock, plus Barnston Island. A child in White Rock attends a Surrey district school.
  • Real estate habits. Many people, websites and listing searches group "South Surrey and White Rock" together because the markets overlap. The Fraser Valley Real Estate Board, however, reports White Rock as its own municipality in its monthly statistics.
  • Shared shops and services. Residents on both sides use the same shopping areas, beaches, parks and medical offices, so the boundary rarely comes up in daily life.

The upshot: an address that feels like White Rock may be in South Surrey, and the reverse is also true near the edges. Always check the municipality on the property tax notice or the listing details.

Property taxes: White Rock vs Surrey in 2026

Because they are separate cities, White Rock and Surrey set different tax rates. Here are the 2026 residential (Class 1) rates per $1,000 of assessed value, taken from each city's published rate schedule.

2026 residential rate per $1,000City of White RockCity of Surrey
Municipal portion2.73006 (includes library)1.84251
School (provincial)1.134801.13480
TransLink0.358600.35860
Total rate4.318953.42731

On these numbers, a home assessed at $1,000,000 would carry about $4,319 in White Rock and about $3,427 in Surrey before the home owner grant. That is not the whole bill. Surrey adds a $300 capital parcel tax for residential properties, and White Rock charges separate user fees, including a 2026 sanitary sewer fee of $415 for a single family home, a $319 secondary suite service fee where a suite exists, a $429 solid waste fee for each detached home, and a drainage fee based on lot size.

White Rock's 2026 taxes were due July 2, 2026. Council approved the 2026 rates on May 11, 2026, with a 5.04% municipal increase, which the City estimated at about $234 for an average single family home. Rates change every spring, so check the current year before you budget.

Both cities fall under the same provincial programs, such as the home owner grant and the additional school tax on homes assessed over $3 million.

Different bylaws and building rules

This is where the city line matters most if you plan to renovate, rebuild or add a suite.

Building heights

In July 2021, White Rock council adopted an Official Community Plan amendment that limits new buildings in the Town Centre to four to twelve storeys, the Town Centre Transition area to four storeys (six with affordable housing), and West Beach in the Waterfront Village to three storeys. Surrey has its own plans and zoning for South Surrey, which allow different forms of growth. Provincial housing laws now apply in both cities as well, and our guide to BC's Bill 44 explains how they affect lots that allow more units.

Trees

White Rock's Tree Protection Bylaw No. 2407 requires a permit to cut or remove a tree on private land with a trunk diameter of 20 centimetres or more, measured 1.4 metres above the ground. A demolition or building permit application in White Rock also needs a tree management permit. Surrey has its own tree bylaw with different rules and fees, so never assume one city's rules apply in the other.

Suites, rentals and strata rules

Secondary suites, short-term rentals and parking requirements are all handled by each city's zoning and business licence bylaws. Strata rules are set separately by each strata corporation, so read the bylaws for any condo or townhouse you are considering, wherever it is.

Services: water, police, fire and libraries

Day-to-day services are run by different organizations on each side of the boundary:

  • Water. The City of White Rock runs its own water utility, which it acquired from EPCOR on October 30, 2015, after a long history of private ownership. Its drinking water comes from the Sunnyside Uplands Aquifer through seven wells and a city treatment plant. Surrey's water comes from the North Shore Mountains watersheds and is delivered by Metro Vancouver.
  • Police. White Rock is policed by the White Rock RCMP. Surrey Police Service became the police of jurisdiction in Surrey on November 29, 2024.
  • Fire. White Rock Fire Rescue covers White Rock. Surrey has its own fire service.
  • Libraries. White Rock's library levy goes to the Fraser Valley Regional Library. Surrey runs its own library system, Surrey Libraries.
  • Garbage and recycling. Each city runs its own collection program and charges for it in its own way, so the schedule and fees differ.

White Rock or South Surrey: which fits you?

Buyers often weigh the two side by side. White Rock offers a compact city by the water, with many condos and apartments around the Town Centre and on the hillside above the beach. South Surrey offers more land and a wider range of detached homes, townhouses and newer communities such as Grandview Heights.

Prices differ too. In the Fraser Valley Real Estate Board's September 2026 report, the benchmark price for a detached home was $1,542,600 in White Rock and $1,386,200 across Surrey as a whole. The White Rock apartment benchmark was $543,200. Benchmarks describe a typical home, and South Surrey neighbourhoods vary widely, so look at the specific street before drawing conclusions.

What this means when you buy

Before you make an offer near the boundary, confirm a few things:

  1. The municipality. Check the tax notice, the title and the listing, not just the mailing address or the name of the neighbourhood.
  2. The full tax and utility cost. Add the city's user fees and parcel taxes to the property tax so you compare the real yearly cost.
  3. The zoning and bylaws. If you plan to add a suite, renovate or take down trees, check with the right city's planning department first.
  4. The school catchment. Both cities are in Surrey Schools, so confirm the assigned catchment school for the exact address with the district.
  5. Strata documents. For condos and townhouses, review the bylaws, minutes and depreciation report regardless of the city.

A White Rock realtor who works both sides of the boundary every week can flag these details early, before they turn into a surprise after completion.
